Situations That May Qualify as a Hardship

Hardship exemptions aren’t one-size-fits-all, but some common qualifying situations include:

  • Loss of coverage (employer plan ended, Marketplace plan cancelled, etc.)

  • Facing eviction or foreclosure

  • Medical debt for necessary care

  • Domestic violence

  • Death of a close family member

  • Unexpected increase in expenses due to caring for a sick, disabled, or aging family member

  • Other serious financial or personal challenges

How to Apply for a Hardship Exemption

  1. Get the right form from HealthCare.gov.

  2. Gather proof — documentation of your hardship (eviction notice, medical bills, income drop, etc.).

  3. Mail your application to:

  4. Wait for the federal government to review your request.

  5. If approved, you’ll get an Exemption Certificate Number (ECN) — which you’ll enter when applying for coverage.
